If I marked it as USED then that means the legs were previously cut with a side cutter or diagonal cutter or snips. The used item was pulled off an old printer, TV, VCR, or other electronic device. I keep a sloppy section iun my Parts Box 1. There are all kinds and varieties of resistors including square BIG resistors of a few watts all the way down to fractional wattaghe resistors. I look through this when I can't find what I need in my new parts inventory. I always check the used resisitors with a VOM Volt Ohm Meter to make sure it works and looks decent.
